Our multidisciplinary team

Acquatec Solutions staff includes senior experts in drought risk management, water resources, data science, GIS, remote sensing, climate policy, socioeconomics, and local influencers. Our members have led regional assignments across Algeria, Egypt, Georgia, Iraq, Jordan, Lebanon, Morocco, Palestine, Tunisia and the United Arab Emirates.

Our multidisciplinary team combines diverse expertise on water, crop, and climate modeling, remote sensing, artificial intelligence, and IT developments, to overcome issues of data discontinuity and low resolution. Our models are based on innovative methods to provide reliable data on water balance, crop phenology, biomass, and (a)biotic stresses, weather, and climate status. Software applications are designed for station/server, smartphone/mobile device, and web-browser- usage.

Our team elaborates comprehensive reports on the various and complex biophysical assessments performed and develops accordingly the customized education and outreach programs that are tailored for each client.

Our team interacts with outstanding scientists from global centers of excellence such as NASA Goddard Space Flight Center, US National Drought Mitigation Center in Nebraska, AgMIP, John Hopkins University, Wisconsin University, University of Nebraska -, TU-Delft, UNESCO-IHE, and USAID’s Famine Early Warning System-NET. Our managers are also consultants for the CGIAR and authored and co-authored high-level publications.


Karim Bergaoui - Senior Climate, Water & Hazards Modeling Specialist

Karim brings over 25 years of experience in drought modeling and mapping, hydrometeorological modeling, and geospatial analysis. He has led risk mapping, early warning, and monitoring systems for major donors including USAID, FCDO, UNDP, and FAO across the MENA region.
As Research Manager in Acquatec Solutions, his expertise spans remote sensing (WaPOR, CHIRPS, Sentinel), agroclimatic zoning, and the development of GIS dashboards for water and disaster risk management. Fluent in Arabic, French, and English, Karim is a trusted advisor to ministries and international agencies.

Makram Belhaj Fraj - Senior Expert – Drought Risk, Water & Agricultural Resource

Makram is a leading international expert in drought risk management, water resources, and climate-resilient agriculture, with over 25 years of experience across the MENA, Central Asia and Caucasus, and Sub-Saharan Africa.
He served as Technical Lead and Strategic Advisor to several projects, where he guided drought typology design, vulnerability assessments, and national drought planning. His work integrates stakeholder engagement, and market system development.
Makram brings extensive leadership in donor-funded projects (USAID, World Bank, FAO, IFAD, FCDO, GIZ) and deep technical expertise in resilience planning. As Development Manager at Acquatec Solutions, he continues to lead multi-country drought and climate resilience programs, coordinating multidisciplinary teams across the MENA region.
Fluent in Arabic, French, and English, Karim is widely published and internationally recognized for his strategic vision and ability to deliver actionable, high-impact results.


Noura Abdelwahab - Senior Economist – Climate Resilience & Socio-Economic Development

Noura Abdelwahab is a leading economist specializing in climate resilience, food security, and inclusive economic policy across the MENA region. With a PhD in International Economic Negotiations, she has served as a strategic advisor to IWMI, USAID, World Bank, FAO, WFP, AfDB, and ILO, with extensive work in Jordan, Egypt, and the wider Mediterranean.
She has led socio-economic vulnerability assessments, cost-benefit analyses, and policy design for water reuse, agri-food systems, and gender-responsive climate strategies. As part of FCDO’s PHENOMENAL project in Jordan, she advanced Nature-Based Solutions and economic indicators for local resilience.
Noura also served as Head of WFP Egypt’s Vulnerability Analysis Unit (2008–2016) and currently leads gender and social inclusion work for the Union for the Mediterranean, establishing a regional network on Women, Peace, Security, and Climate Change.
Fluent in Arabic and English, she is recognized for her strategic thinking, stakeholder leadership, and ability to connect policy, practice, and climate finance in fragile, water-scarce environments.


Musa McKee- Senior Social & Policy Expert

Musa is a development specialist with 15+ years of experience in drought vulnerability, food security, and policy design across the MENA region. He contributed to MENADrought (2019–2021) in Jordan, Lebanon, and Morocco, leading social assessments and co-authoring key reports and drought indices.
He has recently advised on agricultural policy reform in Northeast Syria and piloted nature-based drought solutions in Egypt with IWMI/FCDO.

Emad Al-Karablieh: Senior Expert – Water Resources & Field Vulnerability

With over 25 years of experience across Jordan and the MENA region, Emad is a recognized leader in water economics, drought resilience, and agricultural sustainability. He has contributed to more than 50 national and regional assignments, supporting institutions on wastewater reuse, decentralized water systems, and early warning design.
Emad has advised UNDP, FAO, USAID, ICBA, and GIZ, and played a key role in shaping Jordan’s drought strategies, irrigation reforms, and socio-economic impact assessments. Emad has published extensively on natural resource governance and risk management.


Juan Fernandez– Water Resources Management Specialist

Juan Fernandez is a senior water resources expert with over two decades of experience in hydrology, water balance modeling, and early warning systems across Europe, Central Asia, Sub-Saharan Africa, and the MENA region.
He has supported organizations including ADB, WFP, UNDP, and the US Forest Service, leading work on long-term hydrological simulations, flood risk analysis, and national drought planning. His projects span Tajikistan, Jordan, Moldova, South Sudan, and Montenegro.
Juan’s expertise combines climate-resilient modeling, network design, and sediment transport analysis. He is a contributor to the EU COST Land4Flood network, bringing innovative tools to integrated water resources planning under climate stress


Tim Hessels – Water Management, Remote Sensing and GIS Specialist

Tim Hessels is a leading expert in remote sensing, evapotranspiration modeling, and Python-based geospatial tools for water and drought management. He developed pyWAPOR for FAO and is the architect behind IrriWatch, a real-time irrigation advisory platform using satellite-derived ET and crop stress data.
Tim has delivered operational tools for the World Bank, ICBA, CRTS, ADB, and others across Africa, South Asia, and the MENA region. He is recognized for pioneering ET estimation innovations in Google Earth Engine and co-developing SEBAL-based models validated with field data.
With a strong publication record and hands-on experience in national water platforms, Tim is known for co-creating scalable, user-driven solutions that link science to action


Osama Al-Zyoud - Lead Surveyor & Stakeholder Engagement Specialist

Osama is a veteran in rural development, stakeholder engagement, and agricultural governance with over 25 years of field and policy experience across Jordan. He currently chairs the Agriculture, Water & Environment Committee in Zarqa Governorate and advises on community-based initiatives in drought-prone areas like Azraq.
Osama has worked with ICBA, UNDP, and USAID, supporting climate-resilient farming and water-use efficiency. His expertise includes vulnerability assessments, farmer outreach, and local capacity building. Certified in olive extension, he also serves on numerous agricultural and export associations in Jordan and the region.
Fluent in Arabic and proficient in English, Osama has represented Jordanian agriculture at international forums including FOODEX Japan, Fancy Food New York, and World Bank climate summits


Ayman Abu Kishik - Stakeholder Engagement & Field Outreach Specialist

Ayman is a trusted field expert and community influencer in resilient agriculture and capacity building across Jordan. With over two decades of experience, he has supported hundreds of farmers under projects like USAID’s Water Innovation Technologies and the Water Efficiency and Conservation Project, helping shift practices toward climate-smart agriculture.
He is active in agricultural extension, working with students, engineers, and rural institutions. Ayman serves on advisory boards at JUST and Al al-Bayt University, and has contributed to national curriculum development and orchard design.
Internationally, he has engaged in agri-food forums in Europe, Asia, and North Africa, promoting sustainable technologies and export strategies. Ayman is known for his leadership in water-smart farming and stakeholder engagement in Jordan’s northern regions


Amira Garbouj – Manager, Data Analysis & Dashboard Specialist

Amira is a seasoned IT and data systems expert with extensive experience designing and deploying digital tools for water management, drought monitoring, and decision support. Since 2019, she has led Acquatec’s digital infrastructure across key regional programs, including FAO WaPOR II, USAID MENADrought, and FCDO PHENOMENAL.
Her expertise includes: integrating remote sensing and ground data for water management, Developing secure, scalable information systems, building interactive dashboards for drought and irrigation advisory, embedding AI models for forecasting and anomaly detection
Amira’s tools have supported national agencies in Jordan, Morocco, Tunisia, and Lebanon. Fluent in French and Arabic, and proficient in English, she is known for delivering robust, scalable, and user-friendly solutions in complex development settings.
